Forestry graduates demand recruitment policy
ITANAGAR, Jun 21: Forestry Students’ Association of Arunachal Pradesh (FoSSA) has appealed to the forest department and the APPSC to formulate proper and effective recruitment policy in the forest department.
The Association said that absence of proper recruitment policy added woes to forestry graduates in the state who are running from pillar to post for Govt job.
Instead of making at least one subject on forestry and wildlife compulsory for recruitment in the posts like RFO and ACF, the recruitments are made open for candidates from engineering, veterinary and agriculture background making it difficult for candidates with degree in forestry to appear the job interview, the Association said.
It further appealed to the authorities to make a subject related to forestry and wildlife compulsory for officers’ recruitment in forest department and also demanded recruitment to the vacant posts of ACF’s through APPSC at the earliest.

Terming the arrest illegal, the organization trio alleged that the IO of Itanagar PS misused the power while arresting the ANYC leader, who, it said, has no criminal record. It demanded action against IO and threatened to go with 3rd phase of stir if the authorities fail to do so.
Justifying their three points demands, the organization trio further said, “we do trust in present Govt but its silent attitude make us compel to take the path of agitation.”

ANSU urges Govt, schools to abide by RTE guidelines
ITANAGAR, Jun 21: All Nyishi Students’ Union (ANSU) today appealed to the state government and school authorities to abide by the RTE guidelines and ensure free and compulsory education to every child between the ages of 6 and 14 years.
“It is very disheartened to know that some of the Govt schools in and around the Capital Complex are allegedly charging fee from the students in the name of purchasing stationary and school articles, such as desk, bench and tables etc. which is illegal and unethical for school authorities,” ANSU said in a release and strongly condemned the act.
“It is fundamental duty of the state government to strictly abide by RTE and implement it effectively in schools,” the release said.

AAPPTF opposes construction of transport office at Yupia
ITANAGAR, Jun 21: All Arunachal Pradesh Public Transport Federation (AAPPTF) in a letter to Director Transport, Naharlagun expressed their disappointment regarding construction of Transport Director Office at Yupia.
Opposing the construction of the said office building at Yupia, the Federation alleged that construction work of the transport office building is being carried out without floating any tender by the executing agency.
The concerned authority should look into the matter and initiate immediate step for establishment of the office building of the transport directorate within capital region, it said.

Fulfill CSR and provide jobs: Forum
ITANAGAR, Jun 21: Dam Affected Peoples Forum of Jorong Village (DAPFJV) demanded the Kolkata based power developer, namely, the Calcutta Electrical Supply Corporation to carry out activities under Corporate Social Responsibility in Jorong village under West Siang district beside providing job opportunity to local youth since the village falls within the submergence area of the 90 mw hydel project undertaken by the company.
The Company claimed that the village does not fall under project affected area for which it has been reluctant to carry out CSR activity. But the layout map of the project clearly indicates that the village is very much within the project affected area, DAPFJV said in a release.
While serving 10 days ultimatum to the power developers to convene a public meeting involving the project affected people of Jorong to discuss the issue, the Forum threatened to launch democratic movement against the company for fulfillment of its demand. It also appealed to the State Government, local MLA and District Administration to look into the matter seriously.
Clinical Establishments Act, 2010 in AP
NAHARLAGUN, Jun 21: The Clinical Establishments (Registration and Regulation) Act, 2010 of Central Govt and Arunachal Pradesh Clinical Establishments Rules, 2011 have come into force in the state of Arunachal Pradesh.
Under section 14 of the Act, every clinical establishment either private or government except those of the Armed Forces has to apply for provisional registration to the Registering Authority in prescribed format along with prescribed fees. Government clinical establishments are exempted from fees. Whoever carries on a clinical establishment without registration or whoever serves in a clinical establishment which is not duly registered or whoever contravenes disobeys or obstructs the provisions of the Act and Rules made thereunder shall be dealt under Section 41, 42 and 43 and defaulters will be imposed a fine or penalty up to Rs 10,000 to 5 lakhs. DA prohibition
NAHARLAGUN, Jun 21: In view of increasing traffic congestions particularly during peak hours, the Itanagar Capital Complex District Magistrate, Sanjay Goel, in an executive order has prohibited plying of local trucks, Tata Mobiles supplying building materials within the capital complex area between 9 am to 12 noon and from 4 pm to 6 pm. Earlier in the prohibition order of June 14 last, these two categories of vehicles were exempted from the purview of the prohibitory order. The order also directed to stop all outstation trucks at Banderdewa and Holongi check gates from 9 am to 6 pm.
CM mourns death of Army personnel
ITANAGAR, Jun 21: Chief Minister Nabam Tuki has expressed deep shock at the tragic accident in which one Army personnel was killed when the vehicle skidded off the road while proceeding from Longding to Niausa Wednesday evening. 15 others had sustained serious injuries.
The chief minister conveyed his deep sense of condolence to the bereaved family, saying that Naik Amit Sharma has sacrificed his life while serving the nation. “Let his soul rest in peace”.
The chief minister also wished speedy recovery to all those who has sustained injuries.
Youth camp
ITANAGAR, Jun 21: A three days Youth camp under the aegis of Upper Siang Christian Forum was organised from June 15 at Christian Revival Church, Yingkiong which was attended by more than 100 youths from Upper and West Siang districts.
The camp was organized to sensitize the youths regarding Love, Sex and Marriage and various other social issues like AIDS, drug addiction, child abuse etc.
Nung Taku, Nikel Thangjam, Sunny Pate and Sandy Pate were the resource persons of the camp.
Campers were also imparted knowledge about blood donations, sexually transmitted diseases (STD) and tips about first aid by team of doctors from District Hospital, Yingkiong.

Over 1.7 million children, most of them girls, work in India’s beedi rolling industry. The companies make massive profits while the workers are paid as little as 2$ a day.
Although under Indian law, beedi rolling is defined as hazardous work, there is a loophole: children who assist their parents in the work aren’t protected. The pressure to deliver huge volumes of beedis each day has led to many girls getting pulled into beedi rolling to support their families.
From unhealthy living conditions to exploitative wages, the situation of beedi workers involves violation of their rights and freedoms on many levels. The majority of girls are pulled out of education by the time they complete primary school to support their families’ income.
The health impact on beedi workers is visible on all age groups. Tuberculosis, asthma, body pain and postural problems related with hips and joints are most common.
Continuous beedi rolling leads to absorption of high doses of nicotine directly through skin and thins children’s fingertips progressively so that by the time they reach their 40s they cannot roll cigarettes any more.

Dear Editor,
The proverb “cleanliness is half the health” is true in all sense. A clean environment is believed to be the trademark of a healthy society. Although we hold the pride of being the 3rd most green state of the country, living amidst the serenity of raw nature, the deterring civic sense and social cleanliness in our population, has always been a topic of concern. Today our state is on the verge of losing the greenery, cleanliness and its serenity.
Compare your town ten years ago, and what it is today?
We haven’t been able to balance the advent of structural, technological and population growth, in our state with our surrounding environment.
The streets that were earlier filled with greenery and fresh air are now flooded with garbage dumps and unhealthy odours. The worst part is that although everyone is aware of the situation yet no one bothers to even think of it.
Every day when we walk past the daily market or the garbage dumps lying around our respective colonies, we hold our self consciousness within ourselves, just like we hold our nostrils to ignore the pathetic smell. We see people arguing and playing the blame game on each other, everyday.
Some blame the elected representatives, who blame the Urban Development executives, they pass it on to the working staff and they pass it on to someone else, the blame game never ends. I feel blaming someone on this issue is like blaming the doctor for your sickness. Why should you blame the doctor when you could have prevented it yourself?
“Prevention is better than cure”, they say, why don’t we apply it here? If we had followed the proper garbage dumping procedures, the office of the Urban Development too wouldn’t have been overburdened and the mechanism wouldn’t have rusted. When we point our fingers blaming at the culprit we find more fingers pointing towards us, making us more responsible for the cause.
Although in recent days, it was very encouraging to see some historic successful cleanup programmes conducted in many parts of the state, and the “icing on the cake “ was the participation of a large number of youths in these cleanliness drives. Many of these programmes were very small, but the impact they made was impeccable.
This time again as a first step, a group of young students from all over the state, are organizing a cleanup programme on 23rd of June starting from 6.00 am morning to 9.30am starting from Siddhartha vihar Gompa ground to cover and clean the adjoining areas. With the noble aim of restoring the serenity and purity of one of the most popular tourist hotspots of the capital complex, the young brigade seeks the helping hands of every likeminded soul, specially the younger siblings.

Spread positive message to the students
Dear Editor,
Teachers play a crucial role in laying the foundation for smooth academic growth
and personality development of the students. The teachers’ conduct and their capacity
to teach effectively in the school shape the career of the children. But unfortunately,
some teachers in Changlang district seem to be miles away from performing their duties
as they are victims of drug addiction and alcoholism. They are physically and mentally
not prepared to discharge their duties and to give proper guidance to the helpless
students in the interior villages. Undoubtedly, the drug addicted teachers contribute
to degeneration of teaching-
The current school curriculum with CCE calls for greater dedication of the teachers for promoting healthy academic growth of the children. Hence, I sincerely and humbly appeal to those teachers of the district to abstain themselves from such evils like opium (kani) addiction and alcoholism with realization of their responsibilities towards the young children and the society. It is better to correct ourselves before the situation further worsen and create a healthy society. A healthy future generation requires development of positive values and attitude on the part of the students and teachers and this can happen only through a drug free dedicated teaching community. Let the teachers live a life of dignity and send positive message to the students and the society.

My salute
Dear Editor,
I write this letter after spending couple of weeks in a medical with a paralyzed heart patient which was one of the toughest battles of my life.
My highest salutation to the management, doctors and other staffs of Samaritan Hormin Hospital, Naharlagun.
The Hospital is least known because it is new; but it is one of the best hospitals in the city for its outstanding hospitality to all categories of patients.
Despite huge flow of patients daily they are able to give dedicated care to every patient. Unlike other organizations, there is good coordination between the doctors and rest of the staffs.
From them we should learn that: “It is always better to share works than to keep commanding others”.
The staffs are polite and courteous too. I believe that more than half of the patients are healed through politeness and encouragement from doctors and their staffs.
Though my grandmother left us few days back but I owe the hospital for being with me in my hardest time for which I have nothing to give in return but words of salutations to you all.

I would like to thank Minister of health and family welfare govt of Arunachal for his great initiative and interest to clear the pending file in his department. According to his recent order, no file should be kept pending in one table for more than two days.

IBCS comes out in aid of School for Hearing & Visually Impaired
ITANAGAR, Jun 21: The Itanagar Buddhist Cultural Society (IBCS) visited the Donyi Polo Mission School for the Hearing & Visually Impaired today and donated different items, like inverter, water filters for the use in main hostel building. The IBCS also presented some educational items, like note book, pen, pencils and chart papers for the use of hearing and visually impaired students.
Sonam Tenzing, General Secretary of IBCS along with his team were overwhelmed with the extraordinary performances of hearing and visually impaired children which are no doubt the result of extreme hard labour of faculties and varied facilities rendered by the school for all round development of the students.
Sonam extended his thanks to Gegong Apang for establishment of both the schools which are lone one of its kind in the state so far.
He also remembered former chief minister late Dorjee Khandu for his approval last year to grant Rs 5 crore corpus fund to school besides erection of boundary wall, retaining wall and other infrastructure development required by the school. He assured the principal to provide one more set of inverter for the use in the main building of school for the visually impaired.

The CHC has collected as many as 689 Blood Samples from seven nearby villages out of which 68 malaria cases including 19 Pv and 49 Pf has been detected.
The first phase work of DDT spray was completed during last week, while second phase work is on full swing.

Specially referring to the case of Papum Pare district, the officer duo in a joint release said that demands of these organizations do not hold any ground. The Govt. had sanctioned police outposts at Gumto, Tarasso and Kakoi vide an order issued by the Home Department on July 11, 2011, the release said adding the infrastructure in these police outposts is being developed.
It further informed that at Tarasso one platoon Police force has been stationed there to defuse any untoward incident. Regarding demand for Land Possession Certificates, the administration informed that LPC are being issued to the people residing in these border areas depending on their specific needs.

Progress in medicinal plantation in East Siang

PASIGHAT, Jun 21: National Medicinal Plant Board (NMPB), which is taking up projects for protection and promotion of medicinal plants in the state, is few steps ahead in East Siang district as medicinal plantation activities are under rapid progress.
The Pasighat Forest Division (T) is implementing ‘Medicinal Plantation Project’ in the district and two medicinal gardens inside the degraded forest area covering a total area of 59 hectares has been established. The first phase works including construction of boundary fencing, cleaning and planting of seedlings has already been completed and maintenance works like replacement of casualty and weed management are on full swing.

CHANGLANG, Jun 21: The concept of ‘official secrets’ has changed drastically since introduction of Right To Information (RTI). Public can now have easy access to informations held by Government through RTI tools, said Chief Information Commissioner of Arunachal Pradesh YD Thongchi.
Addressing a meeting of heads of department (HoD) of Changlang at the DC’s conference hall here yesterday, Thongchi suggested the Public Information Officers (PIO) that information can also be provided in note sheets, letters and in CDs and pen drive to information seekers within 30 days. He further informed that PIOs can deny informations of more than 20 years to any information seekers. Security related informations, like secret noting of Army, Para Military forces and civil police cannot be provided, the CIC said while cautioning that nobody should misuse the RTI tool for vested interest.

AdiSU demands proper RR policy for hydro project affected people
ITANAGAR, Jun 21: Adi Students’ Union (AdiSU) today demanded proper relief and rehabilitation (R&R) policy and development initiatives for the people likely to be affected by construction of hydro power projects in Siang basin.
Expressing dissatisfaction over state government’s alleged failure to address the demands of the union even after six months of submission of memorandum to Chief Minister in December last, the Union in a fresh memorandum to the Chief Minister today appealed him to incorporate certain demands in MoUs and MoAs on hydro projects.
The Union said that Relief and Rehabilitation for the affected people should be at par with the national standards. The compensation of the land, forests and other minor forest products should be made at par with the compensation proposed for the hydro projects affected people of Noida or Gurgaon, the union said. Minor forest products like wild vegetable leaves and other forest products should also be listed for compensation, the union said.
The people living at downstream have not been taken into confidence while signing MoUs and MoAs for construction of hydro projects on Siang river and its tributaries, the Union said. It further said that measures should be taken to protect the wet rice cultivation areas in the downstream of the proposed projects and the responsibility for any damage of property should be taken by the project proponent and the state government.
It further demanded 100 per cent job reservations in Group `C' and `D' posts and 60 per cent job reservation for Group `A' and `B' posts for both the upstream and downstream people of immediate project affected area.
While advocating for vocational institute like ITI for imparting training to local youths, the union demanded special provision for training of the local project affected people for the Group C and D posts in technical institute with the financial assistance from project authorities.

ANSU urges Govt, schools to abide by RTE guidelines
ITANAGAR, Jun 21: All Nyishi Students’ Union (ANSU) today appealed to the state government and school authorities to abide by the RTE guidelines and ensure free and compulsory education to every child between the ages of 6 and 14 years.
“It is very disheartened to know that some of the Govt schools in and around the Capital Complex are allegedly charging fee from the students in the name of purchasing stationary and school articles, such as desk, bench and tables etc. which is illegal and unethical for school authorities,” ANSU said in a release and strongly condemned the act.
“It is fundamental duty of the state government to strictly abide by RTE and implement it effectively in schools,” the release said.
